Delivery

After four years in production the Joint Core Strategy for Broadland, Norwich and South Norfolk (JCS) was adopted on 24 March 2011 and is the strategic planning framework within which the area will develop over the next 15 years.

The JCS identifies broad locations for new housing and employment growth and changes to transport infrastructure and other supporting community facilities, as well as defining areas where development should be limited.

To help the area meet the challenges for employment growth the GNDP has also prepared the Greater Norwich Economic Strategy, to identify priorities and strategic objectives that will attract investment and ensure that local businesses prosper and new jobs are created.

With these strategies for growth now in place it is crucial that we continue to work hard as we move into the delivery phase. We are developing and managing a comprehensive delivery programme to support the implementation of the Joint Core Strategy and the Greater Norwich Economic Strategy. This programme will be developed through the Local Investment Plan and Programme (LIPP) which is available to download below. As decisions are made both locally and nationally on the prioritisation and funding of infrastructure, the content, phasing and priorities in the LIPP will be reviewed and updated regularly.

Implementation of the JCS will depend on the co-ordinated activities of a number of agencies and will require us to maximise all opportunities to secure funding support. However, timely delivery of the strategy is likely to rely on the introduction of a new developer contribution mechanism. Find out more about the Community Infrastructure Levy (CIL) here.
